ASP中Server.Urlencode的反解

ASP中有Server.Urlencode 卻沒有 Server.UrlDecode 這樣子的函數
如果是URL直接用request接就可以轉回來了，
但是如果不是發生在URL，那就尷尬了，

網路找了許多文章，都無法正確解出，
就連下方的code也只能解big5的，對utf-8字串沒輒
